Description

GEMOP researches the performance of global navigation satellite systems (GNSS) and satellite-based augmentation systems (SBAS), focusing on the European Galileo system and its support system EGNOS. It is a systematic study of the performance of the systems with the aim of increasing their efficiency in positioning and navigation. The main objective of the project is to monitor and qualitatively assess various observations for the establishment of reference systems and the performance of GNSS and SBAS services, in order to study in more detail situations of degraded performance during anomalous events (effects of solar storms, intentional jamming of signals). GEMOP is based on the observations of a worldwide network of GNSS reference stations and the production of time series data by these stations. The project supports positioning and navigation service monitoring and service performance management.The various methods used to monitor the quality of system performance will lead to improvements in system performance while stimulating development and improvement of system performance.

Main goals

Support to EUSPA and the GRC

GEMOP will select, gather and organise the best MS resources to make them available to EUSPA in support to its monitoring activities. These resources consist mainly in data from a worldwide network of reference stations.

GNSS & SBAS performance monitoring and investigations

  • GEMOP will monitor GNSS and SBAS signals and service performances.
  • GEMOP will also compare GNSS performances and investigate GNSS and SBAS underperformances and abnormal events;
  • GEMOP will monitor closely EGNOS and Galileo services performances;
Support Galileo and EGNOS programme activities

GEMOP will support Galileo and EGNOS programme activities related to the introduction and validation of new releases and future services;

Independence

GEMOP will guarantee the independence of the means and people involved in the GEMOP with respect to Galileo and EGNOS systems and operations;

Use of Member States means

GEMOP will rely on public entities that have been implementing a long term GNSS &SBAS monitoring strategy for several years and have been closely monitoring Galileo and EGNOS

Suitable management of new comers

GEMOP will remain open also to entities still developing their Galileo & EGNOS monitoring policy, notably entities from country that have an important growth potential to implement their GNSS skills in the domain of performance monitoring;
